Rule 15
Qualifications of editors, press representatives and independent journalists
To be editors, press representatives or independent journalists, one should have the following qualifications.
(1) To be an editor –
(a) Passed graduation or equivalent examination from an educational institution recognized by the Government of Nepal, or
(b) Having passed the entrance examination from an educational institution recognized by the government of Nepal and having worked for at least ten years in news gathering and editing in any news-oriented daily, semi-weekly, weekly or fortnightly newspaper or news committee published regularly.
(2) To be a press representative or temporary press representative –
(a) Passed the entrance examination or similar examination from any educational institution recognized by the Government of Nepal, or
(b) Worked for at least five years in news gathering or reporting.
(3) For independent journalists –
(a) Having passed the graduation examination in Journalism-related subjects from an educational institution recognized by the Government of Nepal and has worked as a newspaper editor or column writer for a period of ten years or more, or (b) Having passed graduation or equivalent examination from an educational institution recognized by the Government of Nepal and has worked as editor or column writer for a newspaper for a period of fifteen years or more. Abolished by the First Amendment.
(1) To be an editor –

(b) Having passed the entrance examination from an educational institution recognized by the government of Nepal and having worked for at least ten years in news gathering and editing in any news-oriented daily, semi-weekly, weekly or fortnightly newspaper or news committee published regularly.
(2) To be a press representative or temporary press representative –
(a) Passed the entrance examination or similar examination from any educational institution recognized by the Government of Nepal, or
(b) Worked for at least five years in news gathering or reporting.
(3) For independent journalists –
(a) Having passed the graduation examination in Journalism-related subjects from an educational institution recognized by the Government of Nepal and has worked as a newspaper editor or column writer for a period of ten years or more, or (b) Having passed graduation or equivalent examination from an educational institution recognized by the Government of Nepal and has worked as editor or column writer for a newspaper for a period of fifteen years or more. Abolished by the First Amendment.
